awk 'length($0) <= 60' keeps lines within a character limit. Whether that matches the limit being enforced elsewhere is the question worth asking.
Database columns are often declared in bytes
VARCHAR(255) means 255 bytes in some engines and 255 characters in others. Under UTF-8 a string of 200 accented characters occupies more than 255 bytes, so a character-based check passes text the insert then truncates or rejects.
Display limits are pixels
Search result and ad display limits are rendered width. A character count is a proxy, and a lenient one for text full of capitals.
Validate in the unit the consumer enforces
Check bytes where storage is the constraint, characters where an API documents a character limit, and rendered width where the constraint is display. Using the wrong unit produces validation that passes locally and fails at the boundary — the worst place to discover it.
