Where quoted values are required
SQL IN clauses, JSON and JavaScript arrays, CSV fields containing commas, and several ad platform bulk formats all expect quoted strings.
The reason quoting exists
Quotes mark where a value begins and ends, so a value containing the delimiter does not split into two. Without them, Smith, John becomes two fields.
Combine with joining
Quoting each line and then joining with commas produces a ready-made list for a query or an array literal in a single pair of operations.
